Major PNP revamp starts tomorrow

The Philippine National Police (PNP) faces the first in a series of major revamps starting tomorrow with the recent retirement of two of its senior officials.

Senior Superintendent Leopoldo Bataoil, PNP spokesman, said changes will definitely take place following the retirement of Director Robert Delfin and Deputy Director General Reynaldo Velasco. The changes in command are expected to be implemented by this week.

Delfin, director of the PNP Directorate for Intelligence, bowed out of the police service yesterday upon reaching the mandatory retirement age of 56.

Velasco, the PNP Deputy Chief for Administration (DCA), is hanging up his police uniform as of today.

Aside from Delfin and Velasco, 22 other senior police officers are also due for retirement this year.

Velasco’s post was given to his "mistah," Deputy Director General Ricardo de Leon. Velasco and De Leon belong to the Philippine Military Academy (PMA) Class of 1971.

De Leon’s former position as the PNP Deputy Chief For Operations will be given to Deputy Director General Oscar Calderon, the present chief of the directorial staff of the PNP.

Police Dir. Simeon Dizon, regional police chief for Southern Mindanao, will be taking over Delfin’s post as head of the PNP Directorate for Intelligence. Dizon will be replaced by Chief Superintendent Antonio Billiones.

Billiones’ post as Central Mindanao police director will go to Chief Superintendent Wilfredo Garcia.

Deputy Director General Avelino Razon will take over from Calderon as chief of the PNP’s directorial staff, while his post as commander of the National Capital Regional Police Office will pass to Western Mindanao police police chief Director Vidal Querol.

The revamp will also affect Director Rodolfo Tor, who will be assigned to head the Directorate for Personnel and Records Management vice Chief Superintendent Nicolas Pasinos, who will move to the Directorate for Plans.

Chief Superintendent Napoleon de los Santos will head the PNP Community Relations Group. He will replace Chief Superintendent Joel Goltiao, who will be given a new assignment.

There will also be changes in Metro Manila’s five police districts. Senior Superintendent Frudencio Regis will head the Southern Police District.

Bataoil himself will be reassigned to the Central Police District (CPD) and replaced by Senior Superintendent Samuel Pagdilao. However, Senior Superintendent Magtanggol Gatdula, Bataoil’s "mistah" in PMA Class ’76, is reportedly eyeing the CPD’s top post.

However, there is no word yet on whether current CPD director Chief Superintendent Nicasio Radovan will be reassigned.

Chief Superintendent Pedro Bulaong of the Western Police District, Chief Superintendent Oscar Valenzuela of the Eastern Police District, and Senior Superintendent Raul Gonzales of the Northern Police District will retain their respective posts.

In the provinces, Chief Superintendent Delfin Genio took over the post vacated by Chief Superintendent Alejandro Lapinid as director of the regional police office covering MIMAROPA — or Mindoro Occidental and Oriental, Marinduque, Romblon and Palawan.

Lapinid was moved to head the Central Luzon police after Chief Superintendent Rowland Albano was sacked recently for failing to stop the proliferation of jueteng, an illegal numbers game, in his area of jurisdiction.

Chief Supt. Eduardo Doromal was named Bicol police director to replace Chief Superintendent Restituto Mosqueda, who retired recently. Doromal’s replacement has yet to be named.

The regional police directors of the Ilocos Region, Cagayan Valley, Soutthern Tagalog, Western and Central Visayas and Western and Northern Mindanao, Cordillera Autonomous Region and Autonomous Region for Muslim Mindanao will be retained in their posts.
