CEBU, Philippines — The Cebu City government’s college scholarship program will continue as the City Legal Office (CLO) has pushed for the execution of the Memorandum of Agreement (MOA) with the University of the Visayas (UV).

This scholarship program agreement is between the City of Cebu represented by City Mayor Edgardo Labella and the Department of Education- Cebu City Division (DepEd-7) and UV.

The draft of the MOA was endorsed to CLO for contract review.

“After a careful review of the terms and conditions of the draft MOA, this office finds that it conforms substantially with the basic requisites of a written contract,” read the CLO’s comment.

The letter also mentioned that the draft MOA’s terms and conditions are in accordance with law, related rules and regulations, and are not contrary to morals, good customs, public order, and public policy.

However, a resolution from the Sangguniang Panlungsod authorizing the city mayor to sign the subject deed is required, in compliance with the Republic Act No. 7160 also known as the Local Government Code 1991.

City Legal Officer Rey Gealon said it is expected that other universities will follow suit, as the MOAs are being comprehensively scrutinized by the CLO.

“It is the directive of the mayor to morally and financially aid and assist deserving students to maximize their potentials and reach their dreams and aspirations,” said Gealon.

The CLO finds no legal impediment for the Mayor to sign the MOA upon due authorization from the Sangguniang Panlungsod.  GAN (FREEMAN)
