CH invites suppliers for P100 million asphalt plan

Odessa O. Leyson - The Freeman

CEBU, Philippines — Interested suppliers are expected to submit their bidding documents today for the procurement of aggregates and bitumen for the asphalting projects of the Department of Engineering and Public Works (DEPW) worth P100 million.

The Cebu City’s Bids and Awards Committee (BAC) officially opened the second public bidding for the procurement of filling materials for asphalting at the 7th floor of City Hall building.

BAC Head Ronaldo Malacora told The FREEMAN that the first scheduled bidding failed because no suppliers showed up.

“No interested supplier, usually basta beginning of the year, kasagaran sa supplier dili ka participate sa bidding kay mag-renew sila sa documents,” he said.

But, he hopes that there are bidders who would join the public bidding today so that they can proceed with the evaluation of their bidding documents.

Malacora said being the lowest bidder is not the basis of declaring a winning bidder for they would carefully scrutinize the bidding documents in accordance with the procurement laws.

There are three types of documents that the technical working group (TWG) should look into. These are legal, technical and financial.

Malacora said the procurement of aggregates and bitumen is intended for this year’s asphalting project of the DEPW.

The P100 million was charged under DEPW’s approved budget this year.  He said there are several areas in the city that needs asphalting repair.

Asphalting is the process of mixing aggregates and bitumen.

But interior portion of city’s streets are the priority since concreting of roads will be enforced in dilapidated main thorough fares.

“Ang trust is mo-shift na from asphalting to concreting.  Ang asphalt adto sa interior portion.  Ang concreting sa dalan sa mga main roads,” Malacora said.

Malacora could not yet mention what are the interior streets of the city that needs asphalting repair since he has to recheck the list.

He added that the city government, through the DEPW, welcomes any asphalting requests from the barangays or any concerned citizen. (FREEMAN)
