22 of 26 state fiscals are millionaires

CEBU, Philippines — At least 22 of 26 prosecutors in Cebu City are millionaires, according to their 2017 statements of assets liabilities and net worth (SALN).

Deputy City Prosecutor Maria Luisa Ratilla declared a net worth of P24.5 million, making her the richest prosecutor in the city.

Her assets (personal properties) are worth P25,840,000. She has also declared total liabilities of P1,340,000.

Ratilla has two relatives working in the government.

Prosecutor III Rogelio del Prado, Jr. is the second richest with P20 million in declared net worth.

He has P21.5 million worth of personal properties and liabilities of P1.5 million.

Del Prado’s business interests and financial connections are Jollifoods Cybergate and Cebu Country Club.

Cebu City Prosecutor Liceria Rabillas takes the third spot with a net worth of P8.3 million.

Rabillas declared total assets worth of P28.7 million, which came from her real properties amounting to P9.987 million and personal properties worth P18.717 million.

Her liabilities amounted to P10.386 million.

They are followed by Prosecutor II Jill Ann Paculba-Gealon and Prosecutor III Alex Gabud with P6.3 million and P5 million in net worth, respectively.

Gealon’s assets totaled to P7,648,624 and liabilities at P1,387,253, while Gabud declared P1.95 million in real properties and P2.99 million in personal properties, with no liabilities.

Others are Prosecutor II Ma. Johanna Desamparado-Calustre (P3.8 million), Prosecutor II Misty Leah Escolar-Hupp (P3.6 million), Prosecutor III Fatima Asjali-Maadil (P3.5 million), Prosecutor III Benison Harayo (P3.2 million), Prosecutor II Van Russel Inopiquez (P2.9 million), Prosecutor II Maria Lourdes Bragat-Quilitorio (P2.8 million), and Prosecutor III Mario Ley Gidayawan (P2.7 million).

Prosecutor II Ramon Carisma, Assistant City Prosecutor Ma. Liza Jorda, Assistant City Prosecutor Venice Balansag, and Prosecutor VI Maria Theresa Casino each declared P2.1 million in net worth.

Other millionaires based on net worth are Prosecutor II Aurora Peñaflor (P2 million), Prosecutor III Rhodna Bacatan (P1.8 million), Prosecutor III Ernesto Narido, Jr. (P1.7 million), Prosecutor III Simaco Labata (P1.2 million), Prosecutor III Naruzen Lorete (P1.1 million), and Prosecutor I Russell Busico (P1 million).

Prosecutor II Jennifer Karen Leyson (P609,266), Associate Prosecution Attorney II Sarah Vanessa Lacno (P585,320), and Prosecutor II Leah Cruz (P448,000), however, are not part of the millionaires club.

Senior Assistant City Prosecutor Noel Cellona declared the lowest net worth at negative (-)P3.2 million.

Cellona declared P8,404,832 in total assets, while his liabilities totaled to P11,626,838.17.
