CEBU, Philippines — Cebu City Mayor Tomas Osmeña has described the Regional Development Council (RDC) - 7 as “incompetent” for allegedly blocking projects for Cebu City.

Osmeña made the statement after RDC-7 did not approve the projects pushed by Rep. Raul del Mar for the city’s North District.

“Nothing. They are not helping anything. Period. Those guys don’t know anything. They have bad intention and they have no competence…the good people are not there,” Osmeña told reporters.

Last week, Del Mar asked RDC to consider changing an appropriation for a feasibility study into an appropriation for the development of three road sections in the North District considered as congested.

These are part of the Plans, Activities and Programs of the Department of Public Works and Highways (DPWH) for 2019.

These three road sections are from D. Jakosalem to F. Sotto straight to Asilo to Banilad to Talamban; from Salinas drive to Pope John Paul Avenue II to Sergio Osmeña Boulevard; and from Cardinal Rosales Avenue to F. Cabahug to H. Cortes.

But the RDC ignored Del Mar’s request and continued to approve the appropriation for a feasibility study despite Del Mar pointing out that a feasibility study is actually ongoing.

Del Mar walked out of that meeting.

“I know their style. They want to block our project. Just like the BRT (Bus Rapid Transit). Up to now, they are still trying to block it,” Osmeña said.

“But I’ll tell you, we’ll be better off if RDC will be run by a dog. It won’t do any damage,” he added in jest.
