In Cebu City, Anti-discrimination body pushed

CEBU, Philippines - The Cebu City Council is pushing for the creation of a body that will protect and monitor the welfare of lesbian, gay, bi-sexual and transgender (LGBT). 

Councilors Margarita Osmeña and Alvin Dizon authored a proposed ordinance creating the Anti-Discrimination Commission.

The creation of the said body is provided under City Ordinance 2339 prohibiting discrimination in the City of Cebu on the basis of disability, age, health status, sexual orientation and gender identity, ethnicity and religion enacted on October 2012.

Since then the body was not formally created prompting the councilors to push for its creation ensure the proper implementation of Ordinance 2339.

Osmeña and Dizon have emphasized the need to address discrimination, help build a culture of respect for diversity and tolerance, foster peaceful co-existence, and values human rights and dignity.

Dr. Ester Concha, DSWS head, though suggested that instead of passing an ordinance creating the commission, the Implementing Rules and Regulation (IRR) of Ordinance 2339 be submitted by the council.

 â€œIt would be confusing that under ordinance the mayor is the chair but the commission is under DSWS. It is suggested that instead of ordinance an IRR for 2339 shall be passed and/or appoint anti-discrimination desk officer,” Concha said.

Dizon expressed his agreement with Concha but still believes on the importance of pursuing the anti-discrimination commission.

“The point of Concha is well taken but maintaining that measure is realistic, we will further conduct consultation with DSWS to ensure proposals will be incorporated,” Dizon said.

They will also discuss with the Commission on Human Rights for the enhancement of the measure.

 An appropriation of P2 million every year for the commission is also proposed. — (FREEMAN)
