No liquidation, no honorarium for 13 Cebu villages

CEBU, Philippines - For failure to liquidate their financial statements and documents for the years 2007 to 2010, at least 13 barangay captains and treasurers will not be getting their honoraria next month.

Last September, the Commission on Audit (COA) asked the City Accounting Office to withhold the September honoraria of barangay officials, particularly the captains and treasurers, pending their submission of the vouchers and financial reports supporting their transactions from 2007 to 2009.

But until this time, according to bookkeeping division chief Agnes Tabares, the 13 barangays failed to submit their financial statements and documents for the year 2007 to 2009.

The barangays are Pamutan, Punta Princesa, Pasil, Suba, Duljo-Fatima, Poblacion Pardo, Sapangdaku, Tabunan, Kamputhaw, Kasambagan, Calamba, Pahina Central, and Guba.

Tabares said these barangays either lack documents or have not complied with audit requirements of the City Accounting Office.

“Daghang baranggay wala mituman sa ilang promise. Naa sila’y mga promise unya wala nila gituman,” Tabares said.

Tabares said that they have to suspend their honoraria so that they can process their transactions that lack documents.

The COA cannot determine “the propriety, validity, authenticity, and legality” of transactions of these barangays due to the lack of supporting documents.

COA reminded the officials of the barangays, particularly the treasurers, to submit all documents pertaining to financial transactions entrusted to them to the city accountant for recording in the journal.

The supporting documents will be included in their records, which they will submit to COA to correct the deficiencies. — /NLQ (FREEMAN)
