Citom cites hike in collection of penalties, fines vs. offenses

People remain stubborn in committing at least five road-related offenses, according to a recent report of the City Traffic Operations Management.

The Citom report shows that, from October to November this year, it increased its collection of administrative penalties, clamping fees, parking fees, jaywalking fees, and police reports.

Administrative penalties compromise payments that are usually incurred by public utility jeepney drivers and/or operators who have accumulated their citation payments.

The amount collected from this penalty has increased from P565,605 in October to P607,426.36 in November.

The clamping fee collection rose from P193,600 in October to P196,660 in November, while parking fees that hit over P2.41 million in October hiked further to P2.438 million in November.

More people were caught jaywalking in November as reflected in the P124,300 in fines collected compared to the P122,150 collection in October.

On police report collections, Citom generated P26,320 in October, and P26,480 in November.

The collection of fines from other offenses however decreased within the same period. On smoke belching, for example, the October revenue of P2500 went down to only P500 in November.

The biggest drops were on towing fee from P67,350 in October to P2900 only in November; delivery permit fee from P89,750 to P37,200; motorcycle-for-hire fee from P3307 to P1417.50; motorcycle-for-hire fine from P6200 to P200; and impounding fee from P88,660 to P72,720.

Other decreased collections were on trisikad fee from P224,000 to P207,400; bicycle registration fee from P1,860 to P1,480; sticker fee from P4,600 to P2,720; and drivers/vehicle clearance fee from P8,020 to P6,660. Joeberth M. Ocao/RAE-
