Capitol awards contracts for CICC equipment

Capitol has awarded three contracts for the procurement and installation of electro-mechanical equipment of the Cebu International Convention Center (CICC).
Governor Gwendolyn Garcia signed yesterday morning the notices of award for the CICC elevators and escalators, air conditioning system, and generator sets.
Capitol was able to save P15.8 million for the three separate procurements, as the prices for the items only totaled P46.2 million compared to Capitol's approved budget of P62 million.
In a telephone interview, the governor said the contract for the air conditioning system was awarded to Dream Philippines, which quoted P26.5 million compared to the P35-million contract price.
On the other hand, the Kone KPI Elevators, Inc. was awarded the contract to supply and install the CICC elevators and escalators, offering P7.2 million quotation for the P11 million worth of procurement.
The Hilton Motors Corporation/Mitsubishi Heavy Industries, Inc. won the bid for the generator sets at P12.5 million, lowered by P3.5 million from the P16 million worth of procurement.
A representative from Mitsubishi in Manila told the Bids and Awards Committee for Infrastructure Projects (BAC-Infra) that his company might not be able to comply with the terms of reference of the contract, which says that the generator sets have to be delivered within one month upon Capitol's payment of 50 percent of the contract price.
The supplier explained that there are no local supplies available for the generator sets since such items have to be imported.
The matter was settled when CICC Project Architect Manuel Guanzon told Provincial Engineer Eulogio Pelayre in the telephone conversation that there would be no problem if the delivery would be delayed, as the installation of the equipment is not part in the construction of the superstructure.
Since only middlemen have participated, Garcia decided Monday night to limit the bidding, a move allowed under Republic Act 9184, otherwise known as the Government Procurement Reform Act. - Cristina C. Birondo
