Albay adopts own PPP code

MANILA, Philippines - Albay has adopted its own version of the public-private partnership (PPP) scheme for the implementation of its infrastructure projects in its bid to become the center of economic development in Bicol and Southern Luzon. 

Albay Governor Joey Salceda said the new “Public-Private Partnership Code of Albay” is a breakthrough in local government administration under the build, operate and transfer (BOT) scheme in “a climate of minimum government regulations.”

The BOT is an easier way to administer big government infrastructure projects, he said.

The Albay Sangguniang Panlalawigan, headed by Vice Governor Harold Imperial, has approved the PPP code to provide “clear guidelines for PPPs by the province and its component local government units (LGUs).”

 Salceda explained that under the Local Government Code, LGUs are allowed to enter “into joint ventures and other cooperative engagements with non-government and people’s organizations to engage in the delivery of certain basic services.”
