How efficient is our government?

Background checks. It is common knowledge that if one wants to work with another person for a project, one must know who the other person is. That is why, human resources departments of companies would screen applicants based on the information submitted by the applicants themselves and the information the HR gathered though the interview or having done their own research. Background checks are easier with the internet.However for some government units or agencies, background checks are not necessary. For example, a big infrastructure project is about to begin construction in Cebu; though, not everyone is happy. Some are questioning the government's choice to work with a controversial private company. Why controversial? The private company is closely connected to a company that is being sued by the national government. Fortunately, for both companies, some lawmakers are pressuring the government lawyers to settle the case.

Expensive red tape. An EAR informant overheard two government employees talking about how slow the procurement process is. What caught the EAR informant's attention was what one employee revealed, "The equipment we buy are all overpriced. Distributors and manufacturers know that they will be paid really late so they jack up the prices. You know, like interest."
