"Hulidap" victimizing tourists

TARGETS. Some unscrupulous police elements have found a new "hulidap" (huli-holdup) variation. The Ear informer said their targets are male foreigners who they charge with cyberporn.

READY WARRANT. According to The Ear informer, these police elements have ready warrants they would use against would-be victims, probably international tourists. The warrants on their hand are pro-forma which is a deviation to the Rules of Court that a warrant shall issue after determining probable cause by a judge. Arrests have been made without the benefit of a lawyer or members of media or even barangay officials in the area.

MONEY. However, the cases against their victims will never prosper, because the same policemen could no longer found in the court, allegedly after money changes hands.
