CEBU, Philippines — The Cebu Link Joint Venture (CLJV), contractor of the Cebu-Cordova Link Expressway (CCLEX) Project, can now start using the 5.7-hectare at the South Road Properties (SRP) as staging area for the project.

This, after the City Council authorized Mayor Tomas Osmeña to sign the Contract of Lease between the city and the CLJV, in which Julio Ruiz represents.

“The City of Cebu has the obligation to support and aide the infrastructure projects of the National Government, like the present CCLEX project, especially that the same project would benefit the Cebu City constituents,” reads a portion of the contract.

Aside from the rental of the 5.7-hectare lot, the CLJV will use and develop another 2.5-hectare lot at the SRP without rent.

Any developments made by the contractor will be donated to the city government as provided under the contract.

Under the approved contract, CLJV will be renting from March 2018 to December 2021 in time for the completion of the 8.25-kilometer bridge that will connect Cebu City to the Municipality of Cordova.

The rental rate of P35 per square meter per month will apply for the whole duration. The rented area is 57,170 square meters. The P92 million total rental fees will be paid on a staggered basis.

Under the contract, the rented property will be used for the parking area of heavy equipment, barracks of workers, temporary dumpsite of construction debris, site of the concrete batch plant among others.

The CLJV is prohibited to sub-lease the rented property.

Last January 8, the Cebu-Cordova Link Expressway Corp (CCLEC) already issued the notice to proceed to CLJV, which signals the start of the P22.6-billion Design and Build Contract.

CCLEC President Allan Alfon said the approval of the City Council will allow the coordination among involved stakeholders.

“Bore holes along the whole alignment is almost 100 percent done. This should expedite the foundation and footing designs,” he said.

Alfon said the CCLEC and CLJV will have offices at the rented property at the SRP for faster coordination.

CLJV is a joint venture of Spain-based Acciona Construccion S. A., and Philippine-based First Balfour Inc. and D. M. Consunji Inc.

CLJV will construct the 8.5-kilometer Cebu-Cordova bridge, which is seen to address the traffic congestion in Metro Cebu. (FREEMAN)
