Issues memo on payroll timeline: No more delays in salary, Luigi promises workers

CEBU, Philippines - Mandaue City Mayor Gabriel Luis Quisumbing promised City Hall workers that there will be no more delays in their salary.

This after complaints earlier surfaced that the release of the city employees' salary has been delayed.

This prompted Quisumbing to issue a memorandum on the timeline for processing and release of payroll for regular and job order employees of the City Hall.

The mayor said there will be a processing of eight day/four hours for regular employees while nine days and four hours for job order employees.

"To prevent delay in the processing of the same payroll, all employees who do not comply with the timeline in the submission of the daily time record shall be dropped from the payroll and shall process their own," Quisumbing said in a memorandum he issued dated September 13.

Quisumbing already tasked the Internal Auditors and the Quality Management System Unit to check the effectiveness of the process flow of each office.

It can be noted in the latest 2015 audit observation by the Commission on Audit that not all offices in Mandaue City have biometrics while other offices continue to maintain logbook for workers' attendance.

In 2015, the COA pointed out that the salaries and wages paid by Mandaue City amounting to P244,176,901.48 cannot be relied on because of lack of proper monitoring of employees attendance.

The state auditors advised City Hall personnel to use locator slip in going out of the office for personal and official reasons.

In its recommendation, the COA asked the city government to stop the improper use of the logbook, otherwise, appropriate disciplinary actions will be imposed against erring officials and personnel of the department. (FREEMAN)
