Mixed feelings over push to regulate habal-habal

License and Registration, please. While some motorcycle-for-hire drivers are happy there are moves to legitimize their form of transport, others are apprehensive. The reason? Many of them either don't have licenses or their motorcycles don't have registration. All it takes is one apprehension by a traffic enforcer and they can kiss their livelihood goodbye.

"Mao g'yud na sa bukid, dong," one of the older drivers said, "basta kahibaw na mopadagan largo dayon og pamasahero. Ngano kinahanglan pa man og lisensiya?"

Barely legal. Some motorcycle-for-hire drivers are barely even old enough to drive. According to one driver who is still a minor, he looks old enough to drive a motorcycle so his passengers don't even notice. He said he often takes over when his father cannot drive.
