Top 100 Cebuano Personalities - Eulogio E. Borres

CEBU, Philippines — Eulogio E. Borres was born in Barangay Pasil, Cebu City. He was a civil engineer by profession who briefly served as building inspector in the Philippine Army before joining politics after the war in 1948.
Borres served as Cebu City councilor for 19 consecutive years during the post war era from 1948 to 1966. He was later elected vice mayor from 1966 to 1967 and later became the city mayor for 11 years from January 2, 1968 to September 13, 1971 and September 17, 1972 to October 16, 1978.
As a city councilor, Borres would always choose to head the committee on public works. During his entire stint at the City Council, Borres has authored a total of 129 ordinances mostly centered on establishing a clear zoning system to define the industrial, commercial, and the agricultural location of the areas within the city’s territory.
At the height of the dictatorship of then President Ferdinand Marcos, Borres was a leading figure of the regional opposition party, Panaghiusa, headed by then senator John Henry “Sonny” Osmeña, former Chief Justice Marcelo Fernan, then congressman Antonio Cuenco, and radio personality Nenita Cortes-Daluz.
Borres was later appointed undersecretary for political affairs by President Corazon C. Aquino after the Edsa People Power revolution. — FPL (FREEMAN)
