Former ABC president guilty of admin case

CEBU, Philippines — A former president of the Association of Barangay Councils (ABC) and ex-officio member of the Cebu City Council was found guilty of administrative case over an “unlawful” appointment of ABC’s administrative officer.

 

The Sandiganbayan’s Second Division has convicted Eugenio Flores Faelnar and Tessa Paradiang-Cang, former Sangguniang Bayan member of Compostela, for violating Section 54, in relation to Section 67, Book V, Title I, Subtitle A of Executive Order No. 292 or Administrative Code of 1987.

“Upon being re-arraigned, accused Faelnar and Paradiang-Cang, assisted by Atty. Entise, after being informed once again of the nature and cause of the accusation against them, pleaded guilty to the charge,” read the decision penned by Associate Justice Oscar Herrera, Jr.

Faelnar and Paradiang-Cang were meted a fine of P1,000 each.

Faelnar and Paradiang-Cang were charged before the Sandiganbayan in 2017 for allegedly conspiring with each other in appointing the latter as administrative officer of ABC Cebu City from July 2007 to December 2009.

Faelnar allegedly appointed Paradiang-Cang despite knowing that the latter was also concurrently a member of the Sangguniang Bayan of Compostela.

The elective position of Cang made her ineligible to any appointment or designation to any public office.

On the other hand, the Sandiganbayan has ordered the Bureau of Immigration to lift the hold-departure order against Faelnar and Paradiang-Cang. — KBQ, (FREEMAN)
