DOT sees rise in accredited Airbnbs in Cebu

CEBU, Philippines — A growing number of Airbnb operators across Cebu and the Central Visayas region are securing accreditation from the Department of Tourism (DOT), in what officials describe as a proactive measure to professionalize alternative accommodations and safeguard visitor welfare.

DOT Region 7 Director Judy Gabato confirmed the trend, citing increased collaboration between local property managers and the tourism agency.

“We are seeing strong momentum in the accreditation of Airbnb and similar platforms,” Gabato said in an interview.

“This is part of a broader effort to ensure that all accommodations—regardless of size—offer safe, secure, and quality stays,” she said.

The department’s move comes amid a broader national directive to bring short-term rentals under the fold of formal tourism regulation, driven by growing concerns over consumer protection, fair competition, and tax compliance.

While the pricing of these units remains outside the DOT’s jurisdiction, Gabato emphasized that the focus is on integrating Airbnb operators into the official tourism ecosystem.

Progressive Accreditation and Inclusive Regulation

The DOT has introduced a progressive accreditation system that allows even micro-accommodations—such as small homestays or single-unit Airbnb rentals—to be certified, provided they meet baseline standards such as safety, sanitation, and the presence of a valid business permit. A key requirement is a management contract, particularly for those handling multiple units on behalf of property owners.

“This is not about exclusion, but inclusion,” Gabato stressed. “Even the smallest operators can be accredited under the ‘Mabuhay’ category. The goal is to raise standards across the board while supporting local livelihoods,” she added.

The Central Visayas regional office has also begun capacity-building programs for operators and tourism frontliners, including barangay personnel, habal-habal drivers, and community tour guides, under the “Filipino Brand of Service Excellence” initiative.

Over 6,000 individuals have been trained in the first quarter of 2025 alone.

Preparation for ASEAN Tourism Forum 2026

The accreditation drive is also seen as part of the region’s preparations for major tourism events, including the ASEAN Tourism Forum (ATF) and ministerial meetings scheduled in Cebu in 2026. These high-level events are expected to attract thousands of delegates, increasing demand for compliant and reliable accommodation across the province.

Gabato noted that DOT is coordinating with other government agencies and the private sector to conduct compliance visits and readiness assessments for hotels, resorts, and now, Airbnb-type units.

“We want to ensure every visitor—whether here for business, leisure, or diplomacy—has a safe and high-quality stay,” she said.

“Accreditation is our assurance to the global market that our tourism infrastructure meets international standards,” she explained.

Economic Contribution and Competitive Landscape

The rise in accredited Airbnbs comes at a time when the tourism industry is rebounding from the pandemic-induced downturn. The increasing popularity of short-term rentals has also triggered concerns from traditional hotels and resorts, which cite uneven regulation and tax compliance as challenges.

By bringing Airbnbs into the formal tourism economy, DOT hopes to level the playing field while unlocking additional revenue streams and ensuring tourists receive consistent, vetted service.

As direct international flights from markets like South Korea, Australia, and Vietnam resume, the region is bracing for a new wave of visitors.

DOT’s approach reflects a long-term strategy to position Central Visayas—not just Cebu—as a globally competitive and well-regulated tourism destination.
