From the start, it seemed that Tabangao was the perfect site upon which to build Shell’s crude oil refinery. First, it was located in Batangas, a province easily accessed by Shell’s main markets particularly Manila. Second, it was a sheltered coastal town with deep water surrounding it which could accommodate large crude oil tankers all year round. Third, Tabangao was relatively flat, and therefore, easy to build on. And lastly, a nearby river could provide fresh water.
