[Title] => Solicitor General Alfredo Benipayo, a rara avis
[Summary] => The other day was the 19th death anniversary of my old man, Napoleon. He was a very ordinary man who had no pretense to any worldly possession he did not have. What he did have and which we, the family members, lament not to have inherited was his gift in languages. We remember, with immeasurable pride, of course, that our old folk, who was educated during the American regime, also spoke fluent Spanish and Latin.

The resignation of Solicitor General Alfredo Benipayo last week effective April 1 could give these NSAs more time to complete their liquidation report amounting to P80-P90 million.

"It’s good for the NSAs. At least they’ll have more time to prepare their liquidation report," said Guillermo Iroy, executive director of the Philippine Sports Commission.

In her first live interview since the crisis erupted nearly two weeks ago, Mrs. Arroyo said her emergency proclamation — aimed at a supposed plot by the political opposition, "military adventurists" and communist rebels — had helped save the economy and averted violence.

Presidential Spokesman Ignacio Bunye expressed confidence that the government can meet its self-imposed deadline of six months to open and start operating the international terminal built by a consortium composed of Germany’s Fraport AG and the Philippine International Air Terminals Co.

In a statement, he said the temporary restraining order of the Supreme Court (SC) "paves the way... for the opening of the NAIA-3 terminal and furthering the national interest."

Bunye alluded to the SC ruling that favored the petition filed by Solicitor General Alfredo Benipayo seeking to restrain Pasay City Regional Trial Court Branch 117 Henrick Gingoyon from enforcing his order for the government to pay Piatco a deposit of $62.3 million.

He echoed the government’s position that it should not put up the $62.3-million deposit until the lower court resolves how much "just compensation" should be given to the contractors that built the terminal under the aegis of Piatco.
