[Title] => Shell to undertake IPO if market improves
[Summary] => Pilipinas Shell Petroleum Corp. (Shell), a member of the Royal Dutch Shell Group, will seriously consider undertaking an initial public offering (IPO) if the equities market will show some improvements this year.
Shell external affairs manager Robert Kanapi said while the Department of Energy (DOE) has warned oil companies that they will be penalized if they continue to delay their IPOs, they have yet to "receive an advice from the DOE".
