The principle is intended to  facilitate the rehabilitation of the debtor.  This is to enable the debtor and the rehabilitation receiver to focus their time and effort in rehabilitating the debtor rather than defending the claims of creditors.  Stay of actions also preserves the assets of the debtor under rehabilitation.
