With the percentage of examinees passing the Bar staying way below 50 percent over the past five years, Santiago said that it is about time that something is done to address this statistic.

She said that in 1999 only 16.59 percent of the examinees passed the Bar; 20.84 percent in 2000; 32.89 percent in 2001; 19.68 percent in 2002; and 20.71 percent in 2003.

Iginiit ito ni Santiago matapos ipalabas ng SC ang pangalan ng 1,659 law graduate, na nakapasa sa bar examination ngayong taon mula sa 5,249 examinees.

Sa ilalim ng 1987 Constitution, pinahintulutan ang SC na bumalangkas ng patakaran para makapasok sa practice of law ang isang abogado kung kaya’t taun-taon ay nagsasagawa sila ng Bar examination.

"The Bar exams is not the best guage of one’s aptitude to practice law because it fails to test the skills needed in the legal profession. It does not focus on the full spectrum of legal knowledge," ani Santiago na isang honor graduate ng UP College of Law subalit muntik ng hindi makapasa sa Bar exam.
