But it was torpedoed by the Supreme Court because the said A.O. reset the parameters of some basic rights of the citizens vis-a-vis the State and should therefore be covered by a law enacted by Congress not by a mere A.O.

In 1996, a similar plan was also adopted.It was denominated as a "national computerized identification reference system" ostensibly for a purpose that has nothing to do at all with the problems of national security and criminality confronting the present government although they were already existing then.
