MTEU chief Senior Inspector Estela Lomat said the violators were rounded up in the citys major thoroughfares from January to July.
"Oplan Bulag" is a special program of the MTEU, which requires motorists plying Makati roads to use headlights at night.
The program encourages both public and private motorists to turn on their lights so that pedestrians and other motorists could see them.
