Ginawa ni Sec. Gonzalez ang memorandum circular upang mawala ang hinala na inuupuan lamang ng mga DOJ prosecutors ang multi-milyong pisong smuggling at tax evasion cases.


Inutusan ni Gonzalez si Chief State Prosecutor Jovencito Zuno na maipatupad ang memorandum circular para sa lahat ng prosecutor at prosecution attorney upang madaliin ang hinahawakan nilang tax evasion at smuggling cases.
