The elimination of financial disputes between principals and teachers over canteen operations is one of the goals of a 19-page order issued by Education Secretary Florencio Abad.


To give teachers an additional source of income, the department handed over the operation of canteens in public schools to teacher cooperatives in 1996.

This developed after the Makati City Council unanimously approved Ordinance No. 2002-007 in its third reading, which prescribed rules and regulations for the operation of mobile canteens in Makati City.

Binay said his office has received numerous complaints from workers and residents who claim that they suffered from various ailments such as diarrhea and hepatitis as a result of eating at the mobile canteens or what is more popularly known as the "Jolli-jeeps."

Under proposed City Ordinance No. 2002-2007, which is set for third and final reading by the City Council, all mobile canteens in the CBD would be illegal unless authorized by the city government.


According to Councilors Levi Siaron, Rico Puno and Ric Javier, co-authors of the ordinance, the proliferation of the mobile canteens poses a serious threat to the health and safety of the city’s residents.
