Sa report na tinanggap kahapon ni Philippine National Police (PNP) Chief P/Director General Edgar Aglipay, naganap ang insidente dakong 8:30 ng umaga nang magkayayaan ang mga biktima na maligo sa dagat sa Purok 1, San Joaquin, Iloilo matapos ang mga itong manood ng labanan ng toro.  


Ang nasabing kampo ng mga boy scout ay malapit lamang sa tabing dagat.
