Valera and Luna are pitted against each other in the race for Abra’s lone congressional district.
Luna has openly tagged Valera in the killing of her supporters, which the governor has denied. She also implicated him in a previous attempt on her life.

Lt. Col. Juanito Dalmas, commander of the Armys 17th Infantry Battalion based here, admitted that it is a standard practice of New Peoples Army (NPA) guerrillas to "forage" for food in the mountains and in communities near their camps.
