Welman Cabuguas, 26, a stay-in security guard in El Dorado Subdivision, barangay Banilad, Cebu City, surrendered to Vice Control Section chief George Ylanan yesterday afternoon after he admitted to have stabbed Zubaid Azizz, 37, a resident of Banilad Greens, Mandaue City last December 30.
Ylanan yesterday said that someone called him from barangay Calamba telling him that Cabuguas wanted to surrender after he stabbed somebody.
