COA: OVP, hindi sumunod sa alituntunin ng confidential funds

MANILA, Philippines — Ang physical and financial plan ng Office of the Vice President (OVP) na inaprubahan noong Disyembre 2022 ay hindi sumunod sa isang joint circular noong 2015 na nagtatakda ng mga alituntunin sa paggamit at pagsusumite ng ulat hinggil sa confidential funds.

Ito ang sinabi kahapon ni dating Commission on Audit’s Intelligence and Confidential Funds Audit Office (COA-ICFAO) state auditor Roderick Wamil sa ika-11 araw ng impeachment trial ni Vice President Sara Duterte.

Ginawa ni Wamil ang pahayag nang tanungin siya ni House private prosecutor Atty. Lorna Kapunan tungkol sa kanyang mga obserbasyon sa iniharap na kopya ng 2022 physical and financial plan ng OVP.

“Hindi po siya compliant to the joint circular dahil ‘yung first column is the programs, activities, and projects—hindi po inindicate ng OVP ang kanilang specific confidential activities na kanilang paggagamitan ng confidential fund as required under Item 4.2 of the joint circular,” ani Wamil.

Nakasaad sa Seksyon 4.2 ng Joint Circular No. 2015-01 ng COA, Department of Budget and Management (DBM), Department of the Interior and Local Government (DILG), Governance Commission for GOCCs, at Department of National Defense (DND) na:

Lahat ng alokasyon para sa confidential funds at/o intelligence funds ay dapat suportado ng isang physical and financial plan na nagsasaad ng iminungkahing halagang inilaan para sa bawat programa, aktibidad, at proyekto na magiging batayan ng paggasta para sa confidential at intelligence expenses.

Sinabi rin ni Wamil na may hindi pagkakatugma sa mga kolum ng expected outcomes at physical targets sa dokumento ng OVP.

Kinumpirma rin ni Wamil na ang dokumento, na inaprubahan noong Disyembre 13, 2022, ay pirmado ni Duterte.

Nang tanungin ni Kapunan kung bakit pamilyar siya sa lagda ni Duterte, sinabi ni Wamil:  “Dahil among their submissions po ay ‘yung kanilang specimen signatures at kasama po doon ang specimen signature po ni Vice President.”
