Bus sign disregarded

Bus companies disregard the sign “give priority to senior citizens, persons with disability and pregnant women.” We see the seats for persons concerned occupied by normal passengers.

What’s the purpose of the sign then? Should concerned government agency ask bus companies to implement the sign? It’s just proper to give priority to senior citizens, persons with disability, and pregnant women for obvious reasons.
