Bus sign disregarded

Bus companies disregard the sign “give priority to senior citizens, persons with disability and pregnant women.” We see the seats for persons concerned occupied by normal passengers.

What’s the purpose of the sign then? Should concerned government agency ask bus companies to implement the sign? It’s just proper to give priority to senior citizens, persons with disability, and pregnant women for obvious reasons.

Do the bus companies still need to be reminded by the concerned government agency? By the way, which government agency has the duty to remind bus companies? —Leonardo Canta, Dahlia St., Camella Sorrento, Bacoor City
