MANILA, Philippines — More than 48,000 people have been apprehended in Metro Manila over three days under the government’s “Safer Cities” program, the Philippine National Police (PNP) said.

According to the PNP’s statement on Thursday, April 9, it has apprehended 48,257 individuals.

Between April 6 and April 7, police recorded 24,881 violators, followed by another 23,376 apprehensions from April 7 to April 8, according to the PNP.

The Southern Police District (SPD) emerged as the most active district, accounting for 9,503 of the total violators.

Other police district totals include:

  • Quezon City Police District: 4,336
  • Northern Police District: 3,878
  • Eastern Police District: 2,916
  • Manila Police District: 2,743

Of the nearly 50,000 individuals flagged by authorities, 7,389 were issued fines and 403 face formal charges in court.

Meanwhile, 15,584 individuals were released with a warning.

What were the violations? According to the PNP, public drinking and smoking topped the list with 7,300 cases, followed by 2,543 individuals apprehended for roaming the streets without shirts.

Other notable violations included 2,070 curfew breaches involving minors and 572 cases of excessive noise from videoke or karaoke machines beyond allowed hours.

Approximately 12,485 cases were categorized as general public disturbances, loitering, and other minor infractions.

The new program, spearheaded by the Department of the Interior and Local Government and the PNP, includes a prohibition on individuals aged 18 years old and below from loitering on the streets of Metro Manila beyond 10 p.m.
