‘San Juan flood control projects 100% existing, operational’

MANILA, Philippines — San Juan Mayor Francis Zamora yesterday assured the public that all 13 flood control projects in the city are “100 percent existing and operational,” stressing that proper coordination with local government units (LGUs) is vital to ensure their effectiveness.
In an interview over dzBB, Zamora said the projects, including pumping stations, were implemented by the national government in close coordination with the San Juan local government to prevent flooding in the city.
“Yes, all projects are 100 percent existing. All our pumping stations are operational. The listed projects are visible to our residents,” Zamora said.
He said the Department of Public Works and Highways must always coordinate with LGUs, which know best which areas need pumping stations, drainage improvements or slope protection.
“With proper coordination, we can determine which areas are most in need, what problems should be addressed, and most importantly, we can monitor the projects being implemented. These are national government projects, not local, so it is important that we are aware and able to oversee them,” he said.
Zamora, who also serves as president of the Metro Manila Council, said that despite the flood control structures, San Juan still experiences flooding due to other factors.
“Even if flood control projects are complete, it does not mean there will be no flooding. One reason is garbage. Another is that waterways such as the San Juan River, Maytunas Creek and Ermitaño River need dredging. Their original depth has been lost because of accumulated trash and sludge,” he said.
Last week, the local government and the Metropolitan Manila Development Authority cleaned up the San Juan River as part of efforts to address flooding.
“Flood control projects are not enough. We need everyone’s cooperation. People should practice proper waste disposal and avoid polluting our waterways,” Zamora said.
