Barangays allowed to hold fund-raising bingo games

BAGUIO CITY, Philippines — The Supreme Court (SC) has upheld the rights of barangays to conduct fund-raising activities without the need to secure permits.
Camille Ting, spokesperson for the SC, said the high tribunal declared that three barangays in Baguio City – Trancoville, Military Cut-Off and Outlook Drive – can hold bingo games to raise funds without securing permits from the Philippine Amusement and Gaming Corp. (PAGCOR) or any national or local government office or agency.
The SC said barangays have local autonomy as provided under the 1987 Constitution, allowing them to hold activities that benefit their communities and raise funds as long as these are lawful.
Ting cited Republic Act 9487 or the PAGCOR Charter, which states that games managed by local government units are not covered by the state gaming agency’s rules.
The SC has yet to release or upload on its website the full content of the ruling, Ting said.
