Help remove illegal campaign materials, LGUs told

MANILA, Philippines — Local government units (LGUs) should assist the Commission on Elections (Comelec) in removing illegal campaign materials for the barangay and Sangguniang Kabataan (SK) elections.
Interior Secretary Benhur Abalos said LGUs are deputized by the Comelec to remove and tear down unlawful election propaganda.
Under Memorandum Circular 2023-105 issued by the Department of the Interior and Local Government, LGUs should provide the necessary equipment and personnel to remove illegal campaign materials.
Local chief executives were encouraged to issue executive orders for the designation of personnel or village watchmen that will assist Comelec members.
LGU personnel and barangay officials should coordinate with election officers before removing the election propaganda, the memo added.
“All concerned are encouraged to immediately report to Comelec any prohibited form of election propaganda for the confiscation, removal, destruction and / or prevention of distribution of any illegal or unlawful propaganda materials,” the memo read.
Under Section 240 of Comelec Resolution No. 10924, it is unlawful to post, display or exhibit election material outside of authorized common poster areas.
The barangay and SK polls will be held on Oct. 30.
The campaign period is from Oct. 19 to 28.
