MMDA to fine riders sheltering under flyovers

MANILA, Philippines — Motorcycle riders seeking shelter under flyovers and footbridges during heavy rains may soon be fined, the Metropolitan Manila Development Authority (MMDA) said yesterday.

Acting MMDA Chairman Romando Artes said staying under flyovers during a heavy downpour is dangerous for the riders and other motorists.

“It is dangerous for them to be on a highway and then stop (under flyovers or footbridges). They could be run over if other motorists don’t see them,” he told reporters in Filipino during a press briefing after the opening of the MMDA’s new communications and command center in Pasig City yesterday.

Riders gathering under flyovers could also cause a traffic buildup, especially when torrential rains last for 30 minutes to an hour, Artes added.

The MMDA plans to punish motorcycle riders by issuing violation tickets for obstruction with a fine of P500, Artes said.

In its social media posts on July 11, the MMDA showed photos of motorcycle riders gathering under flyovers.

Artes said motorcycle riders can stop at lay-by areas like the one under the Quezon Avenue flyover during heavy rains.

The MMDA will also talk to gasoline stations along EDSA to partner with them in putting up tents for motorcycle riders, he added.

Artes said the agency wanted a “wholistic” approach in solving the issue of motorcycle riders taking cover under flyovers and footbridges before enforcing traffic rules.

Artes said that during consultations with the Department of Transportation, it was suggested that the drains of flyovers and footbridges be designed so that the rainwater would drench the riders underneath.
