PDEA claims 60% conviction rate

MANILA, Philippines — The Philippine Drug Enforcement Agency (PDEA) has posted a 60 percent conviction rate on the cases it handled in the past two years.

Data from the PDEA released on Thursday night showed that from the 1,668 cases filed in court from July 2020 to July 2022, 1,008 resulted in the conviction of the drug personalities involved, a rate of 60.43 percent.

PDEA director general Wilkins Villanueva, during a press conference last Tuesday, said they have a higher conviction rate compared with other law enforcement agencies.

PDEA said 450 cases or 26.98 percent resulted in the acquittal of the drug suspects while 210, or 12.59 percent, were dismissed.

“To be frank, what I really want is a 100 percent conviction rate for all drug cases filed, but this only happens in a perfect world, so I will settle for the high conviction rates which we have at present,” Villanueva said in a statement.

He attributed their high conviction rate to the introduction of plea bargaining in drug cases, which allows defendants to plead guilty to a lesser offense or in cases when the accused faces a multi-count indictment.

The accused may plead to only one or some of the counts of the indictment in return for a lighter sentence instead of a charge that carries a heavier penalty.

Another factor, according to Villanueva, is that PDEA personnel regularly monitor the progress of the cases they filed in court.

“We understand that the resolution of drug cases may drag on for years. Some of the cases resolved this year were filed two or three years ago, and so the results of resolved cases in any particular year may not reflect the quality of drug cases filed in the same year,” he added.

The PDEA’s case monitoring system documented 405,062 drug cases filed in court from 2002 to 2022, including those filed by the PNP, the National Bureau of Investigation and other law enforcement agencies.
