PNP official axed, charged for rape tries on Parojinog

MANILA, Philippines — A Philippine National Police (PNP) official was relieved from his post and slapped with criminal charges for allegedly sexually assaulting former Ozamiz City vice mayor Nova Princess Parojinog.
The Women and Children Protection Center (WCPC) on Wednesday filed charges of attempted rape, acts of lasciviousness, unjust vexation and violation of Republic Act 11313 or the Safe Spaces Act against Lt. Col. Jigger Noceda before the Quezon City prosecutor’s office.
He was also relieved from his post as chief of the Custodial Service Unit, which is in charge of the PNP Custodial Center at Camp Crame, and placed under restrictive custody, PNP spokesman Col. Ysmael Yu said.
Parojinog has been detained at the PNP Custodial Center since July 2017 on drug charges.
“This act is not a virtue of a police being responsible, respective and disciplined. It will be dealt with accordingly,” Yu said in a statement.
WCPC director Brig. Gen. Alessandro Abella said Noceda reportedly sexually abused Parojinog on at least two occasions this year. He refused to go into details due to the sensitive nature of the case.
“We want to protect her basic rights,” he said in a phone interview.
Abella said they filed the complaint against Noceda based on Parojinog’s testimony and the affidavits of witnesses.
Noceda did not submit a counter-affidavit on the allegations against him, according to Abella.
This is not the first time that Noceda was accused of irregularities. In 2015, he was caught on video torturing a suspected thief when he was still the police chief of Carmona, Cavite.
