MANILA, Philippines — Public Works and Highways Secretary Mark Villar inspected yesterday the Circumferential Road 3-R10 section of the North Luzon Expressway (NLEX) Harbor Link Segment 10, which is scheduled to open on June 15.

Villar said the completion of the 2.6-kilometer road section would provide direct access between NLEX and R10 in Navotas City.

The C3-R10 section of the NLEX Harbor Link includes three exit ramps: Segment 10-C3 leading to Caloocan, Dagat-Dagatan to Malabon and C3-R10 to Navotas.

Villar said motorists, including truckers and cargo haulers going to and from the port of Manila and NLEX would benefit from C3-R10 section.

The road extends to the existing 5.65-kilometer NLEX Harbor Link Segment 10 that passes through Karuhatan, Valenzuela, Governor Pascual Avenue in Malabon and 5th Avenue/C3 Road in Caloocan City, bypassing the busy EDSA and Balintawak Toll Plaza.

“As promised, by June 15, NLEX Harbor Link will be completed. Travel time from Manila to Quezon City will be reduced to 15 to 20 minutes only,” Villar said.

He commended the 2,000 construction workers for speeding up the completion of the project.

Included in the administration’s Build Build Build infrastructure program, the NLEX Harbor Link project was undertaken by the Manila North Tollways Corp. with its subsidiary NLEX Corp. as the builder-concessionaire and operator.
