Quezon Avenue-Roosevelt Avenue intersection closed starting May 21 for Skyway construction

MANILA, Philippines — The Metropolitan Manila Development Authority (MMDA) has announced that the intersection of Quezon Avenue and Roosevelt Avenue will be temporarily closed to traffic starting this Saturday (May 21) to give way to the ongoing construction of the Metro Manila Skyway Stage 3 (MMSS-3) project.
In a traffic advisory, the MMDA has advised left-turning traffic from Roosevelt Avenue to Quezon Avenue to take instead the U-turn slot in front of Maxima.
Roosevelt Avenue has become an alternate route for vehicles from the northern side of Araneta Avenue because of the ongoing MMSS-3 construction project, said the MMDA.
This has resulted to an increase in left-turning vehicle traffic (an average daily increase in the number of vehicles at 6,000) and causing traffic gridlock in the area.
As part of the traffic rerouting, the MMDA said traffic lights in the area will be in flashing mode and the U-turn slot will be opened for affected vehicles going to EDSA.
Motorists are being advised by the MMDA to take alternate routes in the meantime
The MMSS–3 Project is an elevated expressway over its entire length from Buendia, Makati City to Balintawak, Quezon City with a distance of about 14.82 kms. and also includes improvement works in selected at–grade sections.
It is designed to pull in and ease traffic and access through eight strategically located interchanges: Buendia, Pres. Quirino Avenue, Plaza Dilao and Nagtahan, Aurora Boulevard, E. Rodriguez Avenue, Quezon Avenue, Sgt. Rivera, and Balintawak with a total of 14 toll plazas.
With project cost at P26.7 billion, the MMSS-3 is planned to be operational after 36 months or after construction started on February 10, 2015.

The MMSS-3 will have six lanes from Buendia to the Del Monte toll plaza, four lanes from Del Monte toll plaza to Balintawak and a double-deck structure from Nagtahan to Aurora Boulevard; and from Del Monte to Sgt. Rivera.
The project aims to complete the Metro Manila Skyway System from Alabang to Balintawak as part of the approved agreement by the Philippine Government and the Business Joint Venture Agreement (BJVA) between Citra Lamtoro Gung Persada (CLP) and the Philippine National Construction Company (PNCC).
It also aims to connect the South Luzon Expressway (SLEX) and North Luzon Expressway (NLEX) and decongest traffic in Metro Manila especially at C4 (EDSA), C5 (CP Garcia), and central Metro Manila.
The project also aims to decongest EDSA and other major roads (Quezon Ave., Araneta Ave., Nagtahan, Quirino Ave, etc) by as much as 55,000 vehicles daily.
