MANILA, Philippines – A 44-year-old businessman filed his certificate of candidacy (COC) for vice mayor in Quezon City a few minutes before the filing closed Monday afternoon.
Allan Dilim Bantilo, who wants a change in leadership in Quezon City, intends to run as an independent.
He was among those identified by the Commission on Elections as a nuisance candidate when he ran for the same post in 2013.
