NCRPO submits possible replacements for 3 axed execs

MANILA, Philippines - The National Capital Region Police Office (NCRPO) has submitted for approval of the Commission on Elections (Comelec) the names of officials who may replace three city police chiefs relieved for underreporting crimes in their jurisdiction.

Chief Superintendent Dennis Peña, NCRPO deputy chief for operations, said once the Comelec approves, the officials will immediately take over the top posts in the police forces of Pasay, Taguig and Mandaluyong City.

Peña refused to divulge the names of the three officials who would replace Senior Superintendents Rodolfo Llorca of Pasay, Florendo Quibuyen of Mandaluyong, and Arthur Felix Asis of Taguig.

Because of the coming barangay elections, any movement by police officers and other government employees needs the Comelec’s approval.

Sources told The STAR that Llorca’s possible replacement is a staff officer of the NCRPO while Quibuyen may be replaced by an official from the Regional Public Safety Battalion. Asis’ possible replacement is an official from the District Public Safety Battalion (DPSB) of the Southern Police District (SPD), sources said.

Peña said Llorca, Quibuyen and Asis will temporarily be assigned at the Regional Police Holding and Administrative Unit (RPHAU) while the administrative case against them for erroneously reporting crime incidents is underway.

“They will not be given any assignments while the investigation against them is ongoing. They will be assigned at the RPHAU so they would make themselves available when summoned by investigating officers,” Peña said in an interview.
