DPWH orders contractor to redo Osmeña flyover

MANILA, Philippines - The Department of Public Works and Highways (DPWH) ordered yesterday the contractor to redo the Osmeña flyover after potholes inches deep were detected a few days after the structure was opened to vehicular traffic.

In a statement, DPWH Secretary Rogelio Singson said the work done by Tokwing Construction did not pass their standards. He ordered Tokwing to totally remove and replace the asphalt overlay on the Osmeña Highway flyover, which straddles Gil Puyat Avenue, and improve the quality of the nearly 30-year-old structure.

This time around the repairs will be shouldered by the contractor, who expressed willingness to undertake the necessary repairs.

DPWH National Capital Region (NCR) Director Reynaldo Tagudando said Tokwing has to make the necessary corrective measures since “the asphalt has deteriorated” a few days after the flyover was opened to vehicular traffic.

The second round of repairs will start on Oct. 14. The DPWH gave Tokwing two weeks to redo the asphalt overlay, but the completion date will depend on the continued good weather, officials said.

Tagudando said they will only close one lane at a time so as not to slow down the flow of vehicular traffic in the area.

Tokwing first worked on rehabilitating the structure last May 6 and completed the task on Aug. 28. The project reportedly cost the government less than P100 million, said engineer Joy Bacual of the DPWH-NCR.

Singson earlier said the project aims to repair fissures in the flyover, improve road pavement and construct barriers and electrical installations, among others.

In a July update, the DPWH said part of the contract is to determine the flyover’s actual load capacity since previous construction records are no longer available.

Singson earlier directed the tightening of quality control and assurance in project implementation.

Contractors have to assure that their contracted projects are according to plans and specifications and they will be held responsible should defects occur within the warranty period, according to the DPWH.
