Don’t ignore tickets, MMDA warns traffic violators

Metropolitan Manila Development Authority (MMDA) Chairman Bayani Fernando has warned traffic violators who choose to ignore citation tickets that they face a P5,000 fine as well as having their vehicles impounded.

"We are warning motorists that they cannot ignore traffic tickets that we send by mail," Fernando said.

In line with the MMDA’s "no-contact" apprehension policy, traffic enforcers have been taking photographs of violators using digital cameras.

The MMDA began sending citation tickets by registered mail, accompanied by a print-out of a photo showing motorists in the act of violating a traffic rule.

Fernando said it usually takes a week for mail to reach a traffic violator.

A return card in the mail shall be signed by the motorist upon receipt, which is then forwarded to the MMDA.

If the violator ignores the first mail, the MMDA will send him another. If this remains ignored, authorities will be alerted of the vehicle’s plate number so it can be impounded.

If the owner refuses to surrender the vehicle, authorities will have it towed and impounded, MMDA Traffic Operations Center (TOC) Executive Director Angelito Vergel de Dios said.

Once impounded, the owner will have to pay fines and surcharges, amounting to P5,000.

"We have to teach these people a lesson for blatantly ignoring the law," Vergel de Dios said.

The MMDA officials said 11 vehicles, mostly public utility vehicles were impounded by the MMDA last week.

Vergel de Dios is optimistic that the stiff fines will discourage motorists from ignoring mails they receive from the MMDA.

The MMDA implemented the no-contact policy to prevent traffic buildup and discourage traffic enforcers from mulcting and motorists from offering bribes.

The MMDA has acquired eight moving cameras and 32 digital cameras for the campaign.
