BF to motorists: Hold plaints until results of 3-week UVVRP suspension

Anticipating the complaints, criticisms and heavy traffic, Metropolitan Manila Development Authority (MMDA) Chairman Bayani Fernando appealed yesterday to motorists to hold their tongues until after the results of the three-week suspension of the unified vehicular volume reduction program (UVVRP), are seen.
The suspension of the so-called "color-coding" scheme starts today.
For his part, MMDA Traffic Operations Center Director Angelito Vergel de Dios said that if the experiment fails, the MMDA might lessen the number of public utility buses (PUBs) on the roads by implementing a similar "color-coding" system for them.
At the weekly MMDA radio show on dzBB, Fernando said he expects to hear a lot of complaints from motorists who would be inconvenienced by the suspesion of the UVVRP.
"Pero hintayin lang nating matapos ang tatlong linggo. Dun na tayo magsimulang mag-away," Fernando said, chuckling at his own sarcasm.
Fernando said there is a need to clear up the secondary roads to make them usable to motorists as alternative routes.
The MMDA has been strictly implementing sidewalk clearing operations as part of its traffic decongestion program. But the appeal appeared to also be directed at local chief executives who are for the implementation of the color-coding scheme.
"There are some local officials who want the UVVRP. They agreed to the suspension only perhaps out of pakikisama. Naiisip kasi nila na baka sumikip ulit ang traffic," De Dios told The STAR in a phone interview.
But he said Fernandos appeal was more to the affected motorists.
Fernando earlier said the decision was made after several months of consultation with the 17 Metro Manila mayors. Under the resolution approved by the Metro Manila Council (MMC), all local government units, except Makati City, will be covered by the suspension.
Fernando said that the UVVRP was temporarily suspended because of the "inconvenience" it brings to the public. The people, he added, had also voiced their objections to it.
Vergel de Dios also said that the suspension of the UVVRP was among the "experimental programs" of the MMDA, most of which, such as the "no-left turn" policy were initially criticized but later proved to be effective. Vergel de Dios said that during the three-week UVVRP suspension, there would be MMDA survey teams that would "look into the effect of the lifting."
"If after three weeks, (the traffic situation) woudl be okay, then we might discontnue the color-coding. If not, the survey teams would recommend alternatives," he said.
