EFCOS turn-over rites to be led by DPWH, JICA

Department of Public Works and Highways Secretary Simeon Datumanong and representatives of the Embassy of Japan and the Japan International Cooperation Agency (JICA) will lead the turn-over ceremonies marking the completion of the rehabilitation of the effective flood control operation and warning system in Metro Manila to be held at the DPWH Rosario Master Control Station on March 14.

The rehabilitation of the flood control operation and warning system (EFCOS) is a grant-aid project awarded by the Government of Japan as part of its Grant Aid Program to the Philippines. The first phase of the EFOCS project dubbed as the Nationwide Flood Control Dredging Project, Part B, An Effective Flood Control Operation System including Telemetering and Warning System in the Pasig Marikina-Laguna Lake Complex was established in 1993 under Japan’s OECF loan financing. This project was awarded to a consortium of contractors namely Japan-based ITOCHU Corp. and TOYO Construction Co., Ltd. The equipment supplier is Japan Radio C., Ltd. (JRC), also a Japan-based international company which has been tapped to supply several government projects in the past.

As part of the nationwide flood control dredging program aimed at establishing effective flood control and warning devices at the Manggahan Floodway and the Napindan Hydraulic Control Structure, the EFCOS will mitigate flood damage in the downstream reaches by establishing rainfall, telemetering and waterlevel gauging systems together with a multiplex telecommunication system.
