City dad wants head of trash collection team promoted

CEBU, Philippines - Talisay City Councilor Antonio Bacaltos, chairman of the Committee on Environmental Protection, is lobbying before the executive department to raise the employment status of the present head of the Office of the Ecological Solid Waste Management from a mere job order worker to an office head plantilla position.

Edwin Nierves is responsible for supervising and coordinating the activities of personnel in the ESWM office and oversees garbage collection activities in Talisay.

But Bacaltos said Nieves cannot properly do his functions because of his present position. He said Nieves has the experience and academic qualification yet his present position is just a mere JO which is “very discouraging and limiting to his power, authority and capability.”

"In order to boost the morale of Mr. Nierves to work with motivation and satisfaction, to professionalize the office head staffing of ESWM office, to expand his power, authority and capability to ensure efficient and effective executions of his responsibilities and functions and for him to enjoy some government perks and benefits, there is a need to raise his position from a mere JO to a plantilla position," Bacaltos said in his proposed resolution.

A plantilla position is filled through the appointment of the local chief executive with the approval of the Civil Service Commission.

Job-hire employees are covered by job orders to do a specific job for a particular project, but they do not have an employee-employer relationship with the city government. (FREEMAN)
