Talisay tripartite council pushed

CEBU, Philippines - With the establishment of a tripartite industrial council in Talisay City, an official hopes important labor issues can finally be addressed.

Talisay City Councilor Aldin Diaz, chairman of the Committee on Labor, Trade and Industry, believes that ordinance creating the Tripartite Industrial Peace Council is a vital legislation toward the promotion of economic development in the city.

In the final deliberation of the proposed ordinance, Diaz said its passage will allow the city to easily address pressing labor issues such as retrenchment, disputes and rallies.

"It is the policy of Talisay City that industrial peace can be attained through meaningful tripartite consultations among the labor, employer and government sectors in the formulation and implementation of labor and social policies," Diaz said.

The membership of the council shall comprise all business and labor sectors within the city's Tripartite Industrial Peace Council, which will also serve as a consultative body for labor management programs and issues.

Under the ordinance, the mayor shall sit as council chairman, with Talisay City councilor in charge of Committee on Labor, Trade and Industry as alternate chairperson.

The regional director of the Department of Labor and Employment will sit as co-chairman.

According to the proposal, no person shall be elected officers of the Tripartite Industrial Peace Council unless he or she 18 years of age and belongs or represents an employer or employee's organization or association maintaining an office or business in the city.

As it may deem fit, Diaz said the Tripartite Industrial Peace Council may also hold any other activities or undertakings in coordination or with the assistance of other government agencies and/or employer's organization or association and/or employee's organization or association and/or non-government organization. 

With the approval of the ordinance, the city government shall appropriate funding for the conduct of Labor Day celebration and also the regular monthly and special meetings.  (FREEMAN)
