COA report: Lapu-Lapu City College failed to issue receipts
CEBU, Philippines - The Lapu-Lapu City College collected examination and insurance fees from students last year amounting to P503,800 without issuing official receipts, according to a Commission on Audit report.
The Commission on Audit regional office in its audit report last year said the collections were neither issued appropriate official receipts in violation of Sections 68 and 69 of Presidential Decree 1445 and Section 307 of Republic Act 7160 of the Local Government Code.
Lapu-Lapu City College dean Dr. Edgar Martinez told The Freeman over the phone that the school will look into the report and assured it will act on it considering it involves a big amount of money.
However, the school has yet to receive a copy of the report.
The COA regional office has recommended to the Lapu-Lapu-Lapu City government that the college president account for at least P503,800.
The collection comprises insurance and examination fees based on the actual number of enrollees and collections of undetermined amount of money from applicants who either failed or passed the entrance examination but opted to enroll elsewhere, duly supported with appropriate receipts or invoices and other related documents.
COA auditors also recommended that city officials order the Lapu-Lapu City College to stop collecting school fees without issuing official receipts.
It recommended that city officials instruct the City Treasurer for the possible assignment of a collecting office at the Lapu-Lapu City College, or designate a school facility to perform the collection functions with appropriate compliance with the bonding requirements pursuant to the existing registration.
